IGF is a voluntary partnership. As per the Terms of Reference, membership in IGF implies no legal, contractual or financial commitment from member countries. Any member state of the United Nations may become a member. To become a member, a country sends the Secretariat (now in Canada) a confirmation of acceptance of the Terms of Reference and Rules of Procedure. In that notification, each interested country is invited to designate one contact in the ministry or agency with primary responsibility for the development of the mining, minerals or metals sector as the national focal point for this forum.
According to the Rules of Procedures a member of the forum may withdraw at any time by giving written notice of withdrawal to the Secretariat.
Relevant United Nations bodies and specialized agencies as well as other relevant intergovernmental organizations may, as determined by the members, be invited to participate as observers in the forum.
