The Framework was tabled over the course of the 19th session of the United Nations Commission on Sustainable Development (CSD19) that was held in May 2011 in New York. It was presented as a compendium of best practices for governments to best deal with the full range of issues related to mining. Delegates to CSD19 recognized the work of the Forum, including the Policy Framework for the mining sector as a way to provide a systemic approach for developing mining in a way that promotes sustainable development.

Numerous members have requested assistance from the IGF Secretariat in evaluating their policies through Mining Policy Framework (MPF) Assessments.
The results of these assessments are published in order to help governments target their efforts in implementing the MPF, to inform capacity-building efforts, and to allow for monitoring of progress over time.

In order to expand on the direction provided by the IGF’s Mining Policy Framework (MPF), IGF member states identified the need for more concrete guidance on managing key issues relating to mining and sustainable development. In response, the IGF Secretariat will develop, on an annual basis, guidance documents that build on and enhance the direction provided in the MPF in order to assist member countries in their implementation of the framework.
IGF Guidance for Governments: Managing Artisanal and Small-Scale Mining is the first report in this series.
A framework document for the Program of work was prepared for the meeting. Further discussion took place to provide the future Secretariat with additional information on the priorities to be addressed. A summary document of these discussions is also available.
