Landry Ouedraogo

Policy Analyst

Landry Ouedraogo is a policy analyst, tax and extractives, working on the IGF Secretariat’s Global Mining Tax Initiative,  IGF’s program to address tax base erosion and profit shifting in mining. His work involves providing analysis and advising governments in resource-rich countries on laws, policies, and concession agreements relating to mining taxation, as well as designing and carrying out in-depth research and analysis.

Landry is an attorney with extensive experience in investment, mining, energy, and fiscal law, skilled in handling complex legal issues across public–private partnerships and the private sector. Before joining IISD, he held senior roles in a renowned law firm based in Burkina Faso, then as a consultant, providing legal counsel on tax incentives, corporate governance, and investment structuring, particularly in extractive industries.

Landry holds a master of laws in international construction contracts from Paris II-Panthéon Assas University and a master’s degree in extractive industry development policies from Thomas Sankara University. He also completed specialized studies in African mining law through the World Bank and the African Legal Support Facility.

Based in Ouagadougou, Burkina Faso, Landry is fluent in French, Moore, and English.
