Thomas Lassourd

Lead, Tax and Extractives

Thomas Lassourd leads the IGF's work on tax and extractives and manages the Global Mining Tax Initiative. He is an economist with over 15 years of global experience analyzing, designing, and implementing reforms in public finance, tax policy, and mining sector governance.

Thomas develops policy and administrative guidance, provides technical assistance and training, leads convening on tax and extractives, and manages partnerships with the Organisation for Economic Co-operation and Development, the African Tax Administration Forum, the Asian Development Bank, and the Inter-American Center of Tax Administrations. He represents IGF on the UN Subcommittee for Extractive Industries Taxation and has contributed to various publications on natural resource governance and tax policy.

His previous experience includes acting as a senior economic analyst at the Natural Resource Governance Institute in New York. He has also worked on technical assistance programs in Guinea, Mozambique, and Burundi.

Thomas holds a master’s degree from the Paris School of Economics and a Master's in Business Administration from HEC Paris. He speaks French, English, and Portuguese.
